Amongst the plans for new services there are innovations in how things are done, and ways to reach a wider population of users and non-users. Two big developments are heading up the vision put forward by the new Chief Librarian:

• Outreach based on technology-led information resources for business users and start-up organisations (Use Work Matters at your library model in Ireland)

• Outreach based around Innovations in what the library can do to provide and enhance information skills. Particular priority is going to be given to supporting the development of information skills and literacy amongst young people with disabilities and those with special education needs (SENs), as well as offering support to their parents.

 (Use Tovertafel technology) Each of these outreach developments are aimed at bringing the information service into the lives of the local population and make a positive impact, they will be new to the library staff who feel nervous at covering new areas of work. The assignment: A report on staff training needs and plan In order to deliver in these two key outreach areas please identify staff training needs and propose a plan to address staff training needs in such a public library service. Your report will need to include:

• Executive summary (max 150 words)

• Contents page

 • Introduction and context

• Aims and objectives of the new service

• Purpose and justification of the training illustrating how you would assess training need.– illustrating how training need is assessed

• Identification of staff training needs should make use of the literature, your experience of libraries, and any material that your library association

 identified as being key competencies related to these areas of innovations. Studies in Management - outline

: - To help with this you might wish to say something about staff evaluation and identification of training needs

• Training providers suggested with outline of costs and budget required: - Where are you going to find appropriate training for the staff? - You may be able to identify particular courses and from this have an idea of pricing, time, group size, and location or delivery method.

- What sort of training is needed, and what will be most effective?

• Training plan including:

• Motivational environment and CPD providers e.g. CILIP CPD PKSB or ARA Competency Framework • How would you plan the roll out of training: staff selection & training roll-out (e.g. cascade)

 • Resources of the training budget required including an

 estimate costs and, sources of finance and provisional costings for the first year costs (including evaluation costs, Prince 2., etc)

 • Use project management techniques to schedule and control the training:

 – include details of timeline, sequence of activities, who has training and when, resources required and when resources are spent.

• Identify which evaluation and performance indicators would be useful to monitor the effectiveness of the training. Further guidance

• Include a bibliography of all the texts you have read for the assignment, even if you have not referred to them directly.

• When presenting your business plan in a report, please do not invent or use fictitious co-authors for the report possibly to add realism to your report. I realise that in ‘real-life’ most reports are a team effort and the result of one or more authors’ work. However, in this assignment context, it is imperative that you are the sole authorof the work.
