Therefore, analyzing the arguments presented during the pre-cloture and post-cloture periods is integral.The article contrasts the congress period before and after 1917. The article aimed to investigate the portion of senators required to pass legislation in the pre-cloture period (Wawro & Schickler, 2004). The article relied on the competing theories presented by the theory of universalism and the theory of pivotal politics (Wawro & Schickler, 2004).
