The lives as well as welfare among its personnel and members of the public are of the utmost importance to the Pearland Police Department. Police or prisoner need for action must be guided by these values, according to the department's policies, regulations and procedures that have been put in place. All staff are expected to apply de-escalation strategies when confronted with circumstances that could otherwise necessitate the use of force. There must be rationality in the use of force even though all officials including prison staff have to be ready to do so. A cop or jailer may use force to defend himself or herself or others, or when confronted with a circumstance that necessitates it in order to save life or property, arrest or detain someone. An investigator and perhaps even prison warden must also abstain considering utilizing violence when use of action could jeopardize an innocent person's life or safety when the use of action is not clearly authorized under the department's policies and procedures (Engel, Corsaro, Isaza  & McManus, 2022).. The goal of de-escalation is to reduce the possibility of the use of force during an event and enhance the chance of voluntary cooperation, where it is safe and practical without sacrificing law enforcement aims.
