Recently, the US president
signed the consolidated appropriations act(CAA) to help mitigate the rising
emissions of greenhouse gases(GHG) responsible for the rapid climate change.
The act aims to regulate the energy use of federal buildings, homes, schools,
and industries. A global climate change has led to excess heat, rains, and
drought in different parts. Therefore, the GHG policy, the consolidated
appropriations act(CAA), has been enacted in line with the political system
theory to mitigate the harmful effects of GHG.
However, the efforts to reduce
GHG began in the late 19th century, and hence, the state passed the Energy act
to mitigate the GHG effects while applying the political systems theory.
Different approaches to mitigate the harmful effects of climate change, such as
adopting renewable energy sources and managing buildings, vehicles, and power
plant emissions, have not yet yielded the expected change ("U. S Climate Change Policy",
2021). Currently, the 2020 Energy Act and consolidated appropriations
act(CAA) resolve to increase research and development in renewable and nuclear
energy, energy storage, electric vehicles' impact, and carbon capture
utilization and storage (CCUS) ("U.

the political systems theory by considering climate change's cultural,
economic, and social effects on the country and the entire world (Pülzl & Treib, 2017). The
policy's outcomes have a direct impact on the people socially and economically.
