General Instructions: Students are required to read the four (4)
Scenarios provided and answer the questions accompanying each scenario. Assessment Criteria: To achieve a satisfactory result, your assessor
will be looking for your ability to demonstrate the following key
skills/tasks/knowledge to an acceptable industry standard: Apply knowledge of legal and ethical requirements
to situations in community service organisations. Number of Attempts: You will receive up to two (2) attempts at this assessment task. Should your 1st attempt be unsatisfactory (U), your teacher will provide feedback and discuss the relevant sections / questions with you and will arrange a due date for the submission of your 2nd attempt. If your 2nd submission is unsatisfactory (U), or you fail to submit a 2nd attempt, you will receive an overall unsatisfactory result for this assessment task. Only one re-assessment attempt may be granted for each assessment task. For more information, refer to the Student Rules. |

Scenario 1 |
You are employed as a Manager by a Community Service organisation that is funded using a mix of local council funding and funding from the Department of Child Safety, Youth and Women. This service provider is audited in accordance with the Human Service Quality Standards and provides recreational respite, crisis support and accommodation, to young people identified as ‘at risk’ by Child and Family Connect. The organisation is required to maintain a register of all employees at all times and this register must include copies of their Blue Card (which must be current), Drivers Licence, First Aid Certificate, their Qualification and a copy of the references, which were checked upon their employment. Jack is a new staff member who works as a Support Worker, but has also been helping out in the office as he has additional skills using computers and operating software programs. Jack has recommended that the service adopt a DropBox system of managing their client files to ensure that there is minimal chance of lost data. Jack received permission to do this and therefore commenced work. Upon appointing a new staff member, you went to place a copy of their documentation in the electronic folder as usual. When doing so, you noticed that there were no other documents there and the folder was empty. You phoned Jack and asked where all the employee documents were and he said “Oh, don’t worry about it, I just transferred them all to my private DropBox folder to work on from home. I’ve been going through them and re-organising everything to make it better for the organisation”. You remind
Jack that this is private data that has been provided by employees and should
not be placed on private computers. Jack says he didn’t think about this and
was just trying to help. |

support worker Peter, as he has been so nice and helpful to her. When you
ask, what Peter has been doing to help her, she states he has been buying
cigarettes for her. |

to attend a meeting with another service provider. When entering the vehicle
you notice some client files in the back seat and you can also read the names
of two clients. |

Scenario 4 |
You are the
Manager of a Social Housing Service. Your clients are seeking permanent
accommodation due to issues pertaining to domestic and family violence,
substance use or mental illness or a combination of all factors. Raymond (40
years) is a client who has a history of alleged child sexual offences,
however he has no convictions. He has been on a wait list for housing for a
substantial amount of time and a suitable property has finally come up. Carrie (case
manager), has been working with Raymond and needs to arrange a viewing of the
property with him to ensure it meets his needs.Upon looking at the address, Carrie
notices a close personal friend of hers with 3 small children (under 6 years)
lives within a block of this house and feels very uncomfortable about this. She
is concerned for the wellbeing of her friend’s children, due to Raymond’s
alleged offences and upcoming Court matters regarding these. At this point,
there are no Court Orders in place which prohibit or restrict where Raymond
resides and the current allegations against, as allegations against him have
not yet been heard by the court. Carrie has
arranged a meeting with you, to discuss her concerns and states she wants to
inform her friend of Raymond’s background in relation to his alleged child
sexual offences. |

1.One of
the areas of non-compliance in the organization is data security. According to
the first standard in the Human Services Quality Standards (n.d), the
information system utilized by any organization should have the capacity to
control the confidentiality and privacy of its stakeholders effectively. By
transferring the files to their device, Jack compromises the privacy and
confidentiality of the employee information and violates this standard. To
mitigate this, the organization should formulate clear guidelines on storing
and handling such information and ensure the employees are well-acquainted with
these guidelines.
